Russell Moolman, Owner

Russell has over 20 years of experience in the construction and real estate industry and holds commercial and residential GC licenses. After working for developers and city government for several years, he started Property Action in 2007. Russell has completed renovations and build-outs for retail spaces, professional offices, and medical and veterinary facilities. On the residential side of the business, Russell has overseen home renovations from bathroom remodels to extensive full-home renovations and major home additions. He has also completed multi-family residential projects. 


Russell has worked in all aspects of the construction industry which gives him a hands-on understanding of the trades. He also owns a residential real estate portfolio that he also manages. This has given him a depth of knowledge and a creative problem solving ability which he brings to every project. Russell is committed to finding the best and most affordable solution to fit every client’s budget and needs. You can feel comfortable that Russell will give your project the same care as if it were his own.


Russell has been a member of Southside Medical Board for over 20 years and also serves on the Finance Committee. In his free time, Russell enjoys traveling, golf, and fly fishing and spending time with his wife and two daughters.


Sarah Smith, Managing Partner

Sarah serves as the Managing Partner of Property Action and has been with the company since 2018. She is involved in all aspects of operations, from strategy and marketing to construction management and administrative functions. Sarah conducts architectural and engineering plan reviews, and liaisons with local jurisdictions for project permitting. In her previous role at

Property Action, she was responsible for tenant and property management for ten rental properties that Property Action was contracted to maintain.


Sarah holds dual Master’s Degrees from the Georgia Institute of Technology in Architecture (MArch) and City and Regional Planning (MCRP). She draws from her prior professional experience and education to inform her work for Property Action. She uses her knowledge and experience in architecture to conduct site inspections and to manage the trades and her background in urban planning when working with local

jurisdictions on plan review, code and zoning issues. She has a proven track record for successful project execution and client engagement and always strives to exceed client expectations.

Sarah has over twenty years of experience in both the public and private sectors. 


Prior to joining Property Action, Sarah was a research faculty member at the Center for Quality Growth and Regional Development (CQGRD) at the Georgia Institute of

Technology. She gave numerous presentations at conferences,

professional organizations, and in the classroom.


Sarah’s hobbies include traveling, trying new restaurants, cooking, and exploring interesting places new and old around Atlanta.
